This prohibits sites higher in the hierarchy from copying package source files over the network when distribution points at child site are selected to host software distribution package content that has already been preloaded on them. a word of warning

Be careful not to rename the extension on .pck files, or any other files. This will not change the file type. Only special conversion software can change a file from one file type to another.
